Background
In pursuance of the objectives of the CITIIS 2.0 Programme (City Investments to Innovate, Integrate and Sustain) of the Ministry of Housing and Urban Affairs (MoHUA), Government of India, and in accordance with the Operational Guidelines for Component 2 - State Action, the Government of Assam is undertaking measures to strengthen urban climate governance, institutional capacity, and data-driven climate action across all Urban Local Bodies (ULBs) in the State.
CITIIS 2.0 - Component 2 envisages the establishment of robust state- and city-level climate governance mechanisms, including dedicated institutional structures at the ULB level, to facilitate preparation and implementation of Climate Action Plans, climate budgeting, and coordinated reporting - establishing the Assam Climate Centre for Cities (S-C3).The operation of this SC-3 is defined by the CITIIS 2.0 Guidelines for State Action (Component 2) Climate Smart Cities Assessment Framework 2.0 developed by the National Institute of Urban Affairs, Ministry of Housing and Urban Affairs, which states a clear focus on urban areas through the following five themes; 1. Urban Planning, Green Cover & Biodiversity, 2.Energy & Green Buildings, 3.Mobility & Air Quality, 4.Waste Management, 5.Water Management.
The four specific state actions (SSA) required to be taken by the State Nodal Agency at the State and Municipal corporation level, as outlined in the CITIIS 2.0 agreement, are:
