In Assam, the Night Shelter Scheme for Urban Shelterless was introduced during 2006-07. The ultimate goal of the National Housing and Habitat Policy 1998 is to ensure that the basic need to provide shelter for all. As per the financing pattern for Night shelter, the Central Government would provide subsidy for construction of composite Night Shelters @ 50 per cent of the cost of construction subject to the ceiling of Rs.20,000/- per bed for Night Shelter. Balance would be loan from HUDCO or any other organization/institution or own contribution of the agency. In Assam, the Directorate of T&CP took up Night Shelter Projects in 5 towns in the year 2006-07 and reported HUDCO for the release of 50% of central share. However, no central share is released till date for implementation of the scheme and the schemes are now being executed by concerned ULB’s under this Directorate with State Govt. Fund.
As on October 2022, 26 towns have been taken up for the project. Total Sanctioned amount is Rs 419.59 Lakhs and a Fund of Rs 335.59 lakhs has been released for the implementation of the project. Out of 26 towns 20 projects have been completed others are in various stages of progress.
